Article 1 These Regulations are formulated to maintain the normal order of education, teaching and life, strengthen the construction of school spirit and discipline, protect the physical and mental health of foreign students and promote the all-round development of foreign students.
Article 2 These Regulations are applicable to the full-time academic students and advanced students of our university.
Article 3 For foreign students who violate laws, regulations and disciplines, the school shall give criticism and education or disciplinary sanctions according to the seriousness of the circumstances, the attitude of admitting mistakes and the performance of repentance.
Article 4 The types of disciplinary actions are divided into: (1) warning;(2)Serious warning;(3)Demerit recording;(4)Stay in school for observation;(5)Expulsion from school.
Article 5 Under any of the following circumstances, a lighter punishment may be given:
(1)Those who take the initiative to go to the relevant departments to admit their mistakes within the specified time limit, truthfully explain the wrong facts, repent in time, and have a better attitude.
(2)Those who take the initiative to report and expose the disciplinary violations of others and actively assist the school or relevant departments in dealing with problems.
(3)Have outstanding meritorious performance.
(4)Those who have always performed well in peacetime, whose violation of discipline is a first offense, and who can quickly recover losses and resolutely correct them after violating discipline.
(5)Being coerced or lured by others to participate in disciplinary violations.
(6)Those who actively give up the violation of discipline and actively prevent adverse consequences in the process of violation of discipline.
Article 6 Students who violate discipline and have one of the following manifestations shall be given a heavier punishment:
Causing serious consequences;
Refusing to admit mistakes and having a bad attitude;
Abetting or colluding with others to commit perjury, hindering investigation and handling, or fabricating or distorting major disciplinary facts to frame others;
Threatening, intimidating or retaliating against the accuser, informant, witness or insider;
Those who violate the discipline within half a year after receiving disciplinary punishment shall be punished;
Article 7 Those who are punished with a warning or above shall not participate in the evaluation of scholarships and enjoy other honorary treatment in the current year.
Article 8 Those who repeatedly violate the regulations of the school and receive disciplinary sanctions for more than three times and do not change after education may be expelled from school.
Article 9 Those who violate Chinese laws and regulations or are punished by Chinese judicial departments or other law enforcement departments shall be given the following sanctions according to the seriousness of the circumstances:
(1)Those who violate China's criminal law and are investigated for criminal responsibility accordingto law shall be expelled from school.
(2)Those who have been placed on file for investigation by Chinese judicial organs for a crime and the facts of the crime are clear, but have been exempted from criminal punishment or prosecution for various reasons shall be detained for investigation or expelled from school.
(3)Those who violate the regulations of the people's Republic of China on administrative penalties for public security, the regulations of the people's Republic of China on the administration of entry and exit of foreigners, the regulations of the people's Republic of China on the administration of religious activities of foreigners within the territory of the people's Republic of China, the road traffic safety law of the people's Republic of China and other relevant laws and are given a warning or fine by the public security organ, the circumstances are relatively minor, Give warning or serious warning; If the circumstances are serious, a demerit shall be recorded or detained for probation.
(4)Those who violate the regulations of the people's Republic of China on administrative penalties for public security, the regulations of the people's Republic of China on the administration of entry and exit of foreigners, the provisions on the administration of religious activities of foreigners within the territory of the people's Republic of China, the road traffic safety law of the people's Republic of China and other relevant laws and are detained by the public security organ shall be expelled from school.
Article 10 Disturbing the normal teaching, work and life order of the school; Disturbing the order of classrooms, dormitories, canteens, auditoriums, stadiums or other public places; Disobey the normal management of the staff or create difficulties, abuse or siege the management personnel; Deliberately knocking and smashing wine bottles and other items on campus; Shouting, splashing sewage or lighting with flashlight in public places such as student dormitory area, classroom, canteen, activity center and internship unit; Those who commit any of the above acts shall be given the following sanctions according to the seriousness of the circumstances:
(1)If the circumstances are minor and do not cause major consequences and influence, a warning or serious warning shall be given.
(2)If the circumstances are serious and the impact is relatively bad, a demerit shall be recorded or detained for observation.
(3)If the circumstances are serious and the impact is very bad, he shall be expelled from school.
Article 11 Those who deliberately tear up the notices and notices of school organizations at all levels and damage the publicity facilities of the school shall be given a warning or serious warning; Those who establish illegal organizations, hold illegal processions and gatherings, write, post and distribute leaflets endangering China's national security, and organize incitement to make trouble and disrupt social and school order shall be expelled from school according to the seriousness of the circumstances and handed over to the public security organ for handling.
Article 12 Whoever steals, swindles, forcibly seizes, extorts, falsely claims or illegally occupies the property of the state, society, collective or others in China shall, in addition to recovering the stolen money, stolen goods or compensating for losses, be given the following sanctions according to the seriousness of the circumstances and the amount involved:
(1)If the amount involved is less than 500 yuan, a penalty of more than demerit shall be recorded.
(2)If the amount involved is more than 500 yuan or fails to correct after repeated education (including having been punished once for such behavior, the same below), they will be expelled from school.
(3)Those who are confirmed by the public security organ or security department as prying theft shall be expelled from school.
(4)If the buyer knowingly purchases the stolen goods, the stolen goods shall be confiscated and a serious warning shall be given.
(5)Those who provide information or tools for theft and fraud, or cover up, provide false evidence, fail to report, or participate in concealment, sale of stolen goods and other activities shall be detained for inspection.
(6)On the basis of the above punishment, the leader of the gang committing a crime shall be subject to one-level punishment until he is expelled from school.
(7)Those who steal official seals, confidential documents, archives and other items without serious consequences shall be detained for inspection; If the circumstances are serious and cause serious consequences, he shall be expelled from school.
(8)Whoever forges or alters certificates or counterfeits identity to commit fraud:
1. Those who fail shall be given serious warning;
2. Those who cause consequences shall be given the above punishment of demerit recording.
Article 13. the following punishments shall be given to those who cause an accident or fight, depending on the seriousness of the circumstances and consequences:
(1)Planner
1. Those who plan others to fight without causing consequences shall be given a demerit;
2. Those who plan others to fight and cause consequences shall be detained for observation;
3. Those who cause serious consequences (serious injuries or serious property losses, the same below) shall be expelled from school.
(2)Give warning or serious warning to those who incite others to fight but have not caused the consequences of the fight; If a fight has been caused but the consequences are minor, the above demerit shall be recorded.
(3)Perpetrator (disobeying order, not listening to persuasion, provoking trouble with words or various ways, etc.)
1. Warning shall be given to those who do not hit people, but touch others by verbal insult or other means, causing trouble or intensifying contradictions, resulting in the consequences of fighting;
2. Those who beat people without causing injury to others shall be given serious warning;
3. Those who beat others and cause some degree of injury to others shall be given demerit recording or detention for observation;
4. Those who strike people and cause serious consequences such as serious injury shall be expelled from school.
(4)Participants in the fight
1. Those who participate in the fight shall be given a warning;
2. Those who beat people without causing injury to others shall be given serious warning;
3. Those who strike others and cause injuries to others shall be given demerit recording or detention for observation;
4. Those who start beating people and cause serious consequences shall be expelled from school;
5. Those who favor one party on the ground of "Persuasion" and promote the development of the fight and cause consequences shall be given a serious warning.
Article 14. Anyone who participates in gambling in any form or provides conditions for gambling shall, in addition to confiscating gambling funds and gambling equipment, be given the following sanctions according to the seriousness of the circumstances and the attitude of admitting his mistake:
(1)Those who participate in gambling for the first time shall be given a serious warning.
(2)Those who fail to report the information shall be given a serious warning.
(3)Those who commit a serious or repeated offense shall be detained for probation or more.
(4)Those who fight, fight or cause other serious consequences due to gambling shall be expelled from school.
(5)Those who gather people to gamble in the dormitory of foreign students, with a large amount of gambling funds, serious circumstances and very bad impact shall be expelled from school.
(6)On the basis of the above punishment, the gambling organizers will be subject to one-level punishment until they are expelled from school.
Article 15 .those who are absent from class without reason, fail to return to school on time, leave school before the end of the semester without permission, or are absent from class within one semester will be punished as follows:
(1)Those who have accumulated 10 class hours shall be given a warning;
(2)Those who have accumulated 20 class hours shall be given a serious warning;
(3)Those who have accumulated 30 class hours will be given a demerit;
(4)Those who have accumulated 40 class hours shall be detained for probation;
(5)Those who have accumulated 50 class hours or leave school without asking for leave and fail to participate in specified teaching activities shall be expelled from school.
Article 16. those who violate examination discipline and fall into any of the following circumstances shall be punished according to the following provisions:
(1)Those who violate discipline in the examination shall be given a warning or more; If the circumstances are serious, he shall be given a punishment of recording a demerit or more; Those who repeatedly violate discipline in the examination shall be given the above punishment of staying in school for observation.
(2)Those who cheat in the examination shall be detained for observation; If the circumstances are serious, he may be expelled from school.
(3)Those who take the exam instead of others or let others take the exam instead of themselves, organize cheating, use communication equipment or other equipment to cheat, sell exam questions or answers to others for profit, and other serious cheating or disturbing the order of the exam may be expelled from school.
Article 17 Those who violate the relevant provisions on the management of school dormitories shall be given the following sanctions according to the seriousness of the circumstances:
(1)It is forbidden to use electric stove, electric hot pot, fast heating, electric cup, electric iron, electric blanket and other high-power electrical appliances in the dormitory; Do not use alcohol stove, kerosene stove, gas stove, lighter and other open fire appliances, as well as paper and candles. For the first time, criticize and educate and give serious warning; If it is found for the second time, it shall be detained for observation; If it is found for the third time, it shall be expelled from school.
(2)Those who make noise in the dormitory during the specified rest time, seriously affect others' rest, and do not listen to persuasion or refuse to correct after repeated education shall be given a warning, serious warning or demerit recording punishment, and the initiator shall be given a demerit recording punishment above.
(3)Those who stay with the opposite sex in the dormitory shall be expelled from school; Warning will be given to students of opposite sex who do not stop staying in the dormitory and do not report.
(4)In addition to compensating for economic losses, those who cause fire risks and fires due to smoking, the use of candles or other reasons shall be given serious warnings; Those who cause serious consequences shall be given the above punishment of detention and probation.
(5)Serious warning or demerit recording shall be given to those who move or damage fire-fighting equipment, emergency lights, and privately change circuits; Those who cause serious consequences shall be given the above punishment of detention and probation.
(6)Abide by the fire prevention regulations, take good care of fire-fighting equipment, strictly prevent fire, prohibit the storage of inflammables and explosives in the dormitory, and prohibit the laying of carpets in a large area indoors. Once found, they will be confiscated and given a warning.
Article 18 The school work and rest time shall be observed, and the dormitory of international students shall be closed at 22:00 p.m. If there are special conditions for staying abroad, students should apply to the international education management personnel in advance. It is strictly prohibited to return late without asking for leave or not return at night. For those who violate the regulations, all consequences shall be borne by the students themselves. Those who do not ask for leave and do not return at night will be given a serious warning if they are found for the first time; If it is found for the second time, it shall be detained for observation; If it is found for the third time, it shall be expelled from school. Those who return late without asking for leave will be criticized and educated for the first time; If it is found for the second time, it shall be given a warning. If it still fails to correct after repeated education, it shall be expelled from school.
Article 19 Those who drink too much and disturb the normal order of the campus shall be given the following sanctions according to the seriousness of the circumstances:
(1)Those who drink too much in school and still do not change after education shall be given a warning or serious warning.
(2)Those who make trouble after drinking and disturb the normal teaching order or social order shall be given a serious warning or more or even expelled from school according to the seriousness of the circumstances and the impact.
Article 20 International students who take opium, inject morphine and other drugs, sell and transport drugs, shelter, entice and introduce others to take drugs will be expelled from school immediately and transferred to the judicial organ.
Article 21 Anyone who, in violation of the regulations on the management of explosive, inflammable, highly toxic, radioactive and other dangerous goods, hides and uses the above dangerous goods without permission, or sets off fireworks and firecrackers, burns goods, throws glass bottles, water bags, firesticks and other dangerous goods, disturbs the normal order of the school and endangers public safety in the places of internship, internship, life and activities on or off campus, Give a serious warning or record a demerit. If there are consequences, they shall be detained for observation or more depending on the degree.
Article 22 Those who violate discipline by using computer networks shall be given the following sanctions:
(1)Those who use computer information networks to make, copy, publish or disseminate the following information shall be given a warning or more depending on the seriousness of the circumstances:
1. Endangering China's national security, divulging state secrets, subverting state power and undermining national unity;
2. Deliberately tampering with the computer database information of China's state, departments, enterprises and institutions;
3. Damaging the honor and interests of China's state and collective;
4. Inciting Chinese national hatred, national discrimination and undermining national unity;
5. Undermining China's religious policies and propagating cults and feudal Superstitions;
6. Spreading rumors, disturbing school and social order and undermining social stability;
7. Promoting pornography, gambling, violence, murder, terror or abetting crime;
8. Insulting or slandering others and infringing upon the legitimate rights and interests of others;
9. It contains other contents prohibited by Chinese laws and administrative regulations.
(2)Whoever manufactures, intentionally inputs or spreads computer viruses, endangers the security of schol and social computer information systems and network systems, and causes consequences, shall be given a serious warning or more depending on the severity of the consequences.
(3)Those who steal other people's relevant information addresses and cause adverse consequences shall be punished severely with reference to the first two paragraphs of this article.
(4)Any other person who violates the national regulations on computer network management shall be given a warning or more.
Article 23 .Those who receive (view), copy (including production), disseminate, sell or rent books, periodicals, books, videos, tapes, CDs and other materials containing obscene, feudal superstition and cults shall be given the following sanctions according to the seriousness of the circumstances:
(1)Those who receive (view) books, magazines, pictures, videos, tapes, CDs and other materialscontaining obscenity, feudal superstition and cults shall be given a warning or serious warning.
(2)Those who reproduce and disseminate shall be given demerit recording or detention for observation.
(3)Those who rent or sell shall be given the above punishment of staying in school for inspection.
Article 24 Those who damage public property or other people's property shall be given the following sanctions according to the seriousness of the circumstances and the consequences:
(1)Those who scribble, scribble or paste on public property such as public equipment, instruments and public signs in buildings, classrooms or laboratories, and do not listen to dissuasion, in addition to ordering them to return to the original state within a time limit, they shall be given a warning or serious warning depending on the seriousness of the circumstances.
(2)Those who damage campus facilities, building facilities, classrooms or laboratories and other public equipment and instruments shall be given a serious warning or demerit recording punishment in addition to compensation for economic losses.
(3)Those who deliberately damage public facilities with serious consequences shall be detained for observation in addition to compensating for economic losses. If the circumstances are particularly bad or the consequences are particularly serious, he shall be expelled from school.
(4)For those who deliberately damage other people's property, on the premise of clear facts, in addition to compensating for economic losses, if the circumstances are minor, they shall be given a warning or serious warning; If the circumstances are serious, a demerit or more shall be recorded.
(5)Graduates who damage public property during leaving school shall be dealt with in accordance with regulations
