Article 1 In order to adhere to the socialist direction of running schools, fully implement the party's education policy, maintain the normal education and teaching order of schools, protect the legitimate rights and interests of foreign students, and cultivate the all-round development of morality, intelligence and physique of foreign students, according to the Ministry of education of the people's Republic of China, the Ministry of foreign affairs of the people's Republic of China According to the requirements of the administrative measures for the recruitment and training of international students (Order No. 42) issued by the Ministry of public security of the people's Republic of China in March 2017, the notice of the Ministry of education on printing and distributing the higher education quality standard (Trial) for foreign students in China and the administrative measures for the student status of students studying in China of Nanjing Railway Vocational and technical college, and in combination with the specific situation of our university, these measures are hereby formulated.

Article 2 These measures are applicable to full-time higher vocational (junior college) international students of our university, and exchange students shall refer to them.

Chapter II admission and registration

Third foreign students in our school who are in compliance with the admissions requirements of our school, carry the admission notice, the visa application form for foreign students to study in China (JW202 form), the foreigner physical examination record and the blood transfusion report of AIDS, syphilis, hepatitis A, hepatitis B, and the high school Diploma and passport to the school for admission. If you can't be a scholar on schedule for some reason, you should submit a written application to the enrollment Department of our university and go through the leave procedures. The leave shall not exceed one month. Those who do not ask for leave or report for duty after asking for leave shall be deemed to have given up their admission qualification except for legitimate reasons such as force majeure.

Article 3 The Institute of international education will conduct a preliminary examination on the admission qualification of freshmen when foreign students report for duty. Only those who pass the examination will go through the admission procedures. For foreign students who pass the preliminary examination, the Institute of international education will register their student status on xuexin.com.

If the admission notice of freshmen, candidate information, physical examination report and other supporting materials are found to be inconsistent with their actual situation, or there are other violations of China's laws and regulations, they will be disqualified immediately.

Article 4 Freshmen can apply for retaining their admission qualification. During the period of retaining their admission qualification, they do not have student status and do not enjoy the treatment of students in school. Several situations of retaining admission qualification:

(1)Due to illness: for freshmen with diseases who are diagnosed by the hospital and are not suitable to study in school, but can meet the health standard after short-term treatment, the freshmen can apply for admission qualification for one year with the approval of the school.

(2)The admission qualification needs to be retained for other reasons: the admission qualification can be retained for 1 year after the freshman himself applies and the school approves. Students who retain the admission qualification shall go through the departure procedures with the relevant departments of the school within two weeks from the date of notification and go home for rest. Those who fail to go through the formalities of leaving the school on schedule without reason shall be disqualified from the admission qualification they retain.

Freshmen should apply to the school for admission before the expiration of the retention qualification, and go through the admission procedures after passing the examination of the school. Those who fail to pass the examination shall be disqualified from admission; If the freshmen fail to go through the admission procedures within two weeks after the registration date of the current year and there is no justified reason such as delay due to force majeure, they shall be deemed to have given up the admission qualification.

Article 5 Compulsory courses and restricted courses that fail to pass the examination can participate in the normal make-up examination once. Each international student has a make-up examination opportunity for each course.

Article 6 Those who fail in the examination or fail in the normal make-up examinationmay apply for re-entry or take the make-up examination for graduation. The application for revision must be submitted to the Institute of international education within the specified time, and the students can participate in the revision after examination and approval. Each international student has a chance to retake each course.

In principle, those who participate in the re training shall attend classes with the normal classes. Due to the conflict with other courses, they can apply to the Institute of international education or the school's educational administration department for not all attending classes in class, or if there are more than 30 students in the same course, the educational administration department shall arrange classes for re training according to the actual situation.

All re enrolled students must participate in the normal course assessment, and the results obtained from re study shall be marked and recorded in the student status file, and the grade point coefficient is 0; If you fail the re examination, you shall not take the normal make-up examination.

Article 7 If any elective course fails to pass the examination, it shall not be re examined, but the results of the course shall be recorded in the transcript and student status file. Students can take this course again or choose another course. Any elective course that has obtained credits is not allowed to be taken again, otherwise it will be deemed invalid. If you cannot continue the study of the elective course within 2 weeks after the commencement of the elective course due to reasonable reasons, you can apply to the Academic Affairs Office for withdrawal procedures.

Article 8 Students who are absent from the examination of compulsory courses and restricted courses shall be given zero marks in the course semester, and the grade point coefficient shall be 0. If you can't take the normal make-up exam, you will have to retake it or take the graduation make-up exam.

Article 9 The results of physical education shall be comprehensively evaluated based on attendance, in class teaching, extracurricular exercise activities and physical health.

Article 10 Students shall participate in all teaching activities uniformly arranged and organized by the school in accordance with the provisions of professional teaching standards on time. Attendance shall be implemented for students attending classes, training and participating in collective activities organized by the school and college. Participants who cannot participate shall ask for leave in advance and obtain approval. Students who are absent from class shall be criticized and educated according to the number of hours and circumstances, and even disciplined.

Article 11 Before the courseexamination, the teacher shall examine the examination qualification of students and publish the list of students whose examination qualification has been cancelled. Those who are absent for more than one-third of the total teaching hours of the course, or whose homework is handed in less than one-third of the time, will be disqualified from the examination of the course. The semester score of the course will be zero, and they will not participate in the normal make-up examination, but can only participate in the re-study or graduation make-up examination. Students who have been disqualified from the examination are not allowed to apply for a postponement of the examination of the course.

Article 12 If a student is unable to participate in the examination due to illness or other special reasons, he / she or his / her parents must submit a written application for postponement of the examination before the examination. The sick leave must be certified by the Infirmary of the hospital or school at or above grade II a (inclusive). After being reviewed by the Institute of international education and approved by the academic affairs department, a postponement of the examination can be arranged. The postponement of the examination is generally carried out together with the make-up examination. Those who fail the postponement or are absent again after the postponement of the examination, You must retake or take the make-up examination for graduation.

Article 13 If students still have courses that fail to pass the examination before graduation, the school will organize a make-up examination before graduation. If they give up the chance of making-up examination, they will not arrange another make-up examination. (you need to refer to the latest documents of the academic affairs office. Previously, it was said that the school would not uniformly organize the graduation examination)

Article 14 If a student seriously violates the examination discipline or cheats, the examination results of the course shall be recorded as invalid and marked with "violation of discipline" or "cheating". They shall be given corresponding disciplinary sanctions according to their violation of discipline or cheating. Those who are given warning, serious warning, demerit recording and detention for probation may be given the opportunity to retake the course or make-up examination after graduation if they have performed well in education.

Article 15 If a student suspends his studies due to dropping out of school, the course scores and credits he has obtained during his study in school shall be recorded and kept. If a student re participates in the entrance examination, meets the admission conditions and re enters the school, he or she has obtained credits and can be recognized after being recognized by the admission school.

Chapter V professional transfer

Article 16 When filling in the application for admission, foreign students have decided on their major in principle. Students who meet one of the following conditions can apply for major transfer in accordance with the relevant provisions of the school's implementation rules for major transfer, and can transfer to a new major for further study after examination and approval.

(1)Those who are assessed and confirmed to be excellent in accordance with the relevant regulations of the school, or have some specialties and can give full play to their specialties after changing their majors.

(2)Students who suffer from diseases or physical defects after admission and are certified by the school infirmary that they cannot study in their original major, but can still study in other majors in the school.

(3)The school believes that there are some difficulties and it is impossible to continue learning without changing majors.

Article 17 Students who apply for major transfer must abide by the following principles and regulations: students who transfer their major functions to majors within the specified scope shall apply for major transfer in the second semester; The number of major transfer during school shall not exceed 1.

Chapter VI suspension and resumption

Article 18 Students may complete their studies in stages. Under any of the following circumstances, students may be suspended from school.

(1)Those who have been diagnosed by a designated hospital due to injury or illness and must be suspended for treatment and rest for more than seven weeks;

(2)Leave for more than 10 weeks in a semester;

(3)Due to special reasons, I apply or the school deems it necessary to retire from school.

Article 19 Students must fill out the application form for suspension and retention of student status and attach relevant supporting materials (if they are suspended due to injury or illness, the opinions of doctors in relevant hospitals are required), and the suspension can only be carried out after the opinions are signed by the student head teacher, approved by the Institute of international education, reviewed by the educational administration department, reported to the president in charge of teaching for approval, and issued the certificate of suspension and retention of student status. Suspended students shall go through the suspension procedures and leave the school according to the regulations, and the school shall retain their student status.

Article 20 A student may suspend school for no less than one semester for some reason, generally for a period of one year. The suspension may be renewed with the approval of the school for special reasons, and the cumulative period shall not exceed two years. The maximum length of schooling of a student may be extended by two years (including the suspension period) on the basis of the standard length of schooling.

Article 21 If a student fails to complete his studies at the expiration of the longest period of study, he shall end his study, issue a completion or completion certificate and go through the formalities for leaving the school.

Article 22 The relevant problems of students during the period of suspension shall be handled according to the following provisions:

(1)Students who are out of school due to injury or illness must go home for convalescence;

(2)Students take time off to go home and pay their own round-trip travel expenses;

(3)The expenses for the extension of visas and other documents caused by suspension shall be borne by the students themselves;

(4)The school will not be responsible for any accident during the period of student suspension;

(5)Students do not enjoy the treatment of students during their suspension;

(6)The academic achievements obtained by coming to school without permission during the suspension period are invalid.

Article 23 Students' resumption of school shall be handled in accordance with the following provisions:

(1)Apply to the International Education Institute for resumption of study in the first semester. Students need to hold the application for resumption, suspension certificate and relevant supporting materials, which can be reviewed by the Institute of international education before going through the resumption procedures. If the suspension or retention of student status expires and the application for resumption of school is not handled within two weeks, it shall be deemed to have voluntarily given up the student status and be treated as dropping out.

(2)Students who are out of school due to injury or illness must also submit the diagnosis certificate of the hospital above grade II a (including) (patients with infectious diseases must submit the normal test sheet three months before the end of the rest term), and those who pass the reexamination by the Infirmary of the University shall go through the resumption procedures. In case of suspension due to psychological or mental illness, the rehabilitation certificate of the designated psychological counseling point or hospital must be issued.

(3)Students who resume school shall be included in the next grade of their original major. Students who apply for resumption of school after joining the army, retiring from military service and entrepreneurship suspension shall be included in the corresponding grade. If there is no enrollment in the corresponding grade of the major, you can transfer to the similar major of our university.

(4)During the suspension period, if there are serious violations of law and discipline, they will not be returned to school and their school status will be cancelled.

Chapter VII academic warning, repetition and withdrawal

Article 24 In case of any of the following circumstances, the secondary college shall issue a written academic warning to the international students and report it to the educational administration department for the record:

(1)Those who fail to obtain compulsory course credits of 8 credits or above within one semester;

(2)Those who have not obtained 12 credits or more for compulsory courses during school.

Article 25 International students who have one of the following circumstances shall, in principle, stay in the next grade;

(1)Those who fail to pass hsk4 in the first academic year (or those who fail to achieve 180 points in hsk4). (the enforceability of this article needs to be considered, and the order shift is not applicable to this article)

(2)The credits of compulsory courses and restricted courses that have not been obtained within one academic year reach 16 credits or more, but less than half of the total credits of the academic year;

(2)Those who have not obtained 20 credits or more for compulsory courses and restricted courses during their school years.

Courses for which international students have obtained credits after repeating the grade can be exempted or retaken. In case of re study, high scores will be obtained for the same course and included in the gradebook and student status file.

Once international students repeat the grade, the Institute of international education will immediately cancel their scholarship funding. All expenses arising from repetition shall be borne by the international students themselves.

Article 26 A student shall drop out of school under any of the following circumstances:

(1)The credits of compulsory courses and restricted courses not obtained within one academic year reach one-half or more of the total credits of the academic year;

(2)Those who have not obtained 30 credits or more for compulsory courses and restricted courses;

(3)For whatever reason, the number of years of study in school calculated according to the current grade will exceed the maximum number of years of study (including suspension and retention of student status);

(4)Failing to apply for resumption of school within two weeks after the expiration of suspension or retention of student status, or failing to pass the reexamination;

(5)Being diagnosed by the hospital designated by the school, suffering from disease or accidental disability and unable to continue studying in school;

(6)Those who fail to attend the school activities or leave the school for more than 50 class hours without permission;

(7)Failing to register within the time limit prescribed by the school without justifiable reasons;

(8)I apply to drop out.

The treatment of students in accordance with this article is not a punishment.

Article 27 A student who applies for dropping out of school must submit a written withdrawal application to the Institute of international education, indicate the reasons for dropping out, attach relevant supporting materials, sign and confirm by his parents, and go through the withdrawal procedures after being reviewed and approved by the Institute of international education and the school.

Article 28 For students who do not apply in person but meet the conditions for dropping out, the Institute of international education shall put forward written opinions on the handling of dropping out, and inform the students of the facts, reasons and basis for the handling of dropping out. The Institute of international education shall inform students that they have the right to make statements and defend, and listen to students' statements and defend. The Chinese Academy of education cooperates with the legal department of the university to review the suggestions and relevant materials on the withdrawal of secondary colleges, and then submit them to the dean's office for research and decision.

Article 29 The College of international education shall directly deliver the decision on withdrawal to the student himself. If the student refuses to sign for it, it can be delivered in the form of retention; Those who have left school can be delivered by mail by the Institute of international education; If it is difficult to contact, it can be delivered in the form of announcement by using the school website and news media.

Article 30 Students who drop out of school shall go through the withdrawal procedures and leave the school within one week after receiving the notice. If they fail to do so within one week, the Institute of international education shall handle it on their behalf.

Article 31 Students who cancel their student status or drop out of school shall not apply for resumption of school.

Chapter VIII graduation, completion and dropout

Article 32 In the seventh week of the sixth semester, international students shall be examined by the Institute of international education for their graduation qualifications. International students who have completed the contents specified in the professional teaching standards and met the graduation requirements specified in the professional teaching standards within the time limit specified by the university are allowed to graduate. After completing the departure procedures as required, students go to the Institute of international education to get their graduation certificate.

Article 33 A student who has completed the prescribed number of years, but has one of the following circumstances, is allowed to graduate. Students who meet the requirements of graduation can apply for the graduation certificate at the Academic Affairs Office of the school after completing the formalities of leaving the school according to the regulations:

(1)Those who have completed the contents specified in the professional teaching standards, but have not fully obtained the credits required for graduation;

(2)Those who have received disciplinary punishment from the school but have not been relieved;

(3)Those who fail in quality education.

Chapter IX management of academic certificates

Article 34 Schools shall fill in and issue graduation certificates and other academic certificates in strict accordance with the school running types and learning forms determined at the time of enrollment, as well as the personal information filled in by students at the time of enrollment.

Students should have reasonable and sufficient reasons for changing their name, date of birth and other personal information to be filled in during school, and provide corresponding legally valid supporting documents. After being reviewed and verified by the Institute of international education, it shall be submitted to the school status and academic degree information management platform of the Ministry of education for change.

Article 35 The University shall, in accordance with the electronic registration management system of higher education student status and academic qualifications, improve the management measures of student status and academic qualifications information, and timely complete the electronic registration of student status and academic qualifications in accordance with relevant regulations. According to the requirements of the Ministry of education and the school, students should complete self-examination of student status, verification of personal information and image acquisition of graduates on time.

Article 36 Students without student status shall not be issued with any form of graduation certificate and academic certificate. For those who have obtained the admission qualification or student status in violation of the national enrollment regulations, the school shall cancel their student status and shall not issue academic certificates; The school shall revoke the issued academic certificate according to law. The school shall revoke the academic certificate obtained by cheating, plagiarism, plagiarism and other academic misconduct or other improper means according to law.

If the revoked academic certificate or degree certificate has been registered, the school shall cancel it and report it to the administrative department of education to declare it invalid.

Article 37 If the academic certificate and degree certificate are lost or damaged, the University shall issue corresponding certificates after the application is made and verified by the University. The certificate has the same effect as the original certificate.

Chapter IX student appeal

Article 38 If a student disagrees with the school's decision on the handling of student status, he may submit a written appeal to the school's student appeal handling committee within 10 days from the date of receiving the school's decision. Students' complaints shall be handled in accordance with the regulations on disciplinary punishment international students of Nanjing Railway Vocational and technical college.

Chapter X supplementary provisions

Article 39 These Measures shall be implemented as of September 1, 2017.

Article 40 The school authorizes the Institute of international education to interpret these measures.

Article 41 At the beginning of each semester, international students shall go through the registration formalities at the secondary college with their student card within two weeks after the registration date stipulated by the school. Those who fail to register on time for some reason must go through the procedures of suspension of registration. International students who fail to pay the relevant fees within one month without the approval of the college shall not register. Those who fail to pay tuition fees according to the regulations of our university or do not meet the registration conditions will not be registered.

Those who are not registered cannot participate in the teaching activities of the school. Those who do not apply for leave, are not approved or fail to register within two weeks after being approved will be treated as dropping out. Students who fail to report on time for no reason will be punished as absenteeism.

Chapter IV assessment and achievement records

Article 42 International students shall participate in the courses and various education and teaching links specified in the teaching standards of various majors (hereinafter referred to as courses), and participate in the corresponding academic performance evaluation.

The assessment of academic performance of foreign students is divided into examination and examination.

The examination is organized by the school in a unified way and is generally based on the closed (open) book examination. The closed book examination must consider the actual situation of foreign students and make a separate proposition. The closed book examination is prohibited from directly using the test papers of Chinese students with examination difficulty. The examination is organized by the teachers themselves and completed within the specified time. The examination and examination results take 60 points as the passing line, and obtain the credits of the course. The assessment results and credits obtained shall be recorded in the student's transcript and put into the student's student status file.

Article 43 The hundred mark system shall be adopted for the evaluation of examination results, compulsory and restricted courses. Elective courses and practical courses can be scored by five-level scoring system or 100 point system. The five grade scoring system is excellent, good, medium, pass and fail. Conversion standard between hundred mark system and five grade system: 100-90 is excellent; 89-80 is good; 79-70 is medium; 69-60 is qualified; 59 and below is a failure. Conversion standard between five grade scoring system and hundred mark system: excellent is 95; Good is 85; 75 in; Pass 65, fail 50.

Article 44 Objectively evaluate the quantity and quality of students' learning according to the accumulated credits and credit grade points.
